Detention Center Release Routes
A person can leave Carroll County Detention Center in more than one way. Bond, completion of a county sentence, dismissal, or another court-authorized action may result in community release. An exit can instead be a transfer to another county, Kentucky Department of Corrections, federal authorities, or immigration authorities. In that case, “released from Carroll County Detention Center” does not mean the person is free from all custody.

The detention center's release transaction is the best local record of the exit itself. A court order explains the legal authority. Kentucky VINE can add a custody event. These sources answer related but different questions, so matching the date, booking number, and receiving agency matters.
A person may also be a Kentucky state offender while housed in the county building. DOC Daily Releases can then name a county detention center in its “Released From” field. That entry is affirmative evidence for the state corrections population, but it does not cover each local bond, dismissal, or county-sentence release. The population and the releasing authority must be identified before selecting a locator.
Confirm a Detention Center Release
Begin with the Carroll County JailTracker. It is a current roster. Presence is evidence of displayed custody, subject to lag. Absence does not identify what happened next.
- Search the roster and record the time checked, spelling, and booking identifier.
- If the person is absent, search Kentucky VINELink and match the reporting agency.
- Call the detention center and ask whether the exit was community release or transfer.
- Request the actual booking and release transaction for documentary proof.
- Check the Carroll court file for the bond, dismissal, sentence, probation, or release order.
- If state sentencing or supervision appears, use KOOL and DOC Daily Releases.
The Carroll County released-inmate search gives the wider path for DOC, federal, and immigration custody. Ordinary pretrial and misdemeanor detainees are not comprehensively covered by KOOL. Conversely, JailTracker is not the right source to prove that a former state prisoner completed DOC custody.
For a federal transfer, BOP's locator is relevant after federal sentencing, but a USMS pretrial detainee may remain in a contract facility outside BOP's public result. ICE's locator is the proper next step only when the Carroll record identifies immigration custody. Neither locator should be searched as a routine substitute for the jail transaction.
Detention Center Records Contact
The current county detention page names elected Jailer Daniel Rose as the operator contact. Send detention booking and release requests there first. The sheriff is a separate elected officer and is the right source for sheriff-created incident material, not automatically the jail's release record.

No jail-specific request form, records-counter hours, fee schedule, or retention period was published in the sources inspected. Ask the office to confirm the current method and cost before sending. Identify the person, booking, and approximate dates. Request the actual release time, disposition, receiving agency, hold disposition, and releasable discharge sheet.
Under KRS 61.872, the general response period is five business days. A response may produce records, deny with legal authority, or give the cause and earliest production date. It is not a promise of same-day access.

Carroll County Regional Jail Name
The current county government uses “Carroll County Detention Center.” Its official-linked older site uses “Carroll County Regional Detention Center.” This is a naming difference, not evidence of two buildings. The legacy contact directory groups Carroll, Gallatin, Henry, Owen, and Trimble contacts, which helps explain the regional label and why the arrest county may differ from the physical jail location.
Current inter-county contracts were not independently established. The old directory should not be read as a promise that every named county still houses people in Carrollton. Use the current county page for the facility name and contact, and call the jail when the arresting county or custodian is unclear.
This is a county and regional jail operated through the elected Carroll County Jailer. It is not a Kentucky DOC prison. A state-sentenced person can still be physically housed there and appear in state records, but that does not turn the building into a state prison.
The county's current description also mentions care, custody, work with courts and law enforcement, and reintegration. Legacy bond, property, and program pages add local history, but they do not establish current schedules, fees, or rules. Present-day operational questions should go to the current detention contact.
Property After a Carroll Release
The official-linked legacy property page gives unusually specific pickup rules. It says property left at the jail after 30 days would be donated or destroyed, and it separately allows seven days after release to collect purchased clothing at the front office. The page is undated, so those periods are historical operational details, not assured current policy.
Call 502-732-9499 as soon as possible and ask for today's procedure, who may retrieve an item, what identification or authorization is needed, and where pickup occurs. Do not confuse a property deadline with the retention of a booking or release record. They are distinct subjects.
The legacy property page is useful evidence of past practice. Its age is also why direct confirmation matters.
Jailer Handles Carroll Release Records
Carroll County's official directory separately lists Jailer Daniel Rose and Sheriff Ryan Gosser. That local structure controls request routing. The detention center creates the booking and release transaction. The sheriff may create an arrest report, investigation file, or other agency record.
Sending the same broad request to both offices can produce conflicting or incomplete answers because each office holds a different part of the event. Ask the jailer for detention admission, actual release time, release type, and receiving agency. Ask the sheriff only for material created by that department. Use the Circuit Court Clerk for orders and docket entries.

Bond information explains only one release route. A court may change bond, dismiss a matter, impose probation, or issue another order. The jail still records the physical release step. Use both records when the timing or authority matters, and do not treat a legacy procedure as proof that a particular release occurred.
Carroll Detention Release Record Fields
A useful release request asks for fields the detention center may already maintain. These include the booking or jail identifier, admission date and time, committing agency, charge and case number, bond or court-order data, actual release date and time, recorded release disposition, receiving agency for a transfer, and any hold disposition. A booking photograph can be requested separately for the same admission.
Ask for an existing booking record, release transaction, discharge sheet, or ordinary-course extract. Do not demand that staff research what happened or create a new report. If a field is exempt, the response should cite the legal basis and provide separable nonexempt portions. No source established a fixed Carroll retention period, so older-record availability must be confirmed with the custodian.
Exact wording matters. “Released on bond,” “time served,” and “transferred to Kentucky DOC” point to different next steps. Preserve the disposition as recorded and follow the named court or receiving agency.
